Consider the following incorrect implementation of pairs:

For reference, this is the definiton of interleave:

(define (interleave s1 s2)
  (if (stream-null? s1)

      (cons-stream (stream-car s1)
                   (interleave s2 (stream-cdr s1)))))

Now observe that stream-cdr will force the first element of the stream:

(define (stream-cdr stream) (force (cdr stream)))

The second stream passed to interleave will be forced. Since pairs unconditionally evaluates this with another recursive call to pairs as its second argument, the expression (pairs integers integers) will never terminate. This does not occur in the correct implementation of pairs because the call to interleave is not forced unconditionally, as it is inside a call to cons-stream.
